If you want to deceive your victims then according to the art of acting, there's 2 main schools i know about :
1 - Classic acting : you learn what role you want to play, you write exactly how you wanna pretend and you practice it over and over without improvisation.
2 - Modern acting : this one is based on couple of questions you need to ask yourself before pretending to be someone (Stanislavski's System), then you can improvise, its better to know the role you will play how real people act on it, then copy them or try to feel them and pretend or just copy.
You need to prepare all materials needed, social accounts including facebook, google and linkedin etc ... id card, counterfeit passport ... everything ... and play according to it in order to gather the information you want.
You will also need proof you are the guy you pretend to be, for example if you play a policeman try to get a [email protected].
Or just buy a domain like that, for example if you are in russia, get something like russianpolice.ru .. then if you play the chief get urself an email like [email protected] lol
I dont know .. you gotta need a bit of proof, even fake proof so your victim trust you.
AND ... DONT USE HACKING FOR BAD STUFF ... DONT PRETEND TO BE THE POLICE ... DONT STEAL INNOCENT PEOPLE MONEY
